We need to generate private/public key pairs for use in LTI, and we do this using some of the functions provided by the openssl php extension. Normally, this works out of the box, but on some systems (predominantly Windows systems as I recall), the configuration isn't correct (or isn't found for some reason) and we're unable to use the required methods to create the keys. At this point, we're unable to use LTI and we can only report this via the error you're seeing.
I'd recommend checking the openssl.cnf is present in the expected location (this will probably vary per system) and is readable, etc. Perhaps others who have run into this problem can share their solutions.
