Sorry to hear you're having trouble with this. When launching tools over LTI 1.3, id_token is the essential element, as it contains all the information about the user and resource in the platform site (formerly known as the consumer site). This error is just reporting that this is missing, and the launch is unable to proceed.
We'll probably need more information about how you're setting up the resource link in the platform. A network trace of the launch is what I normally suggest attaching to the post. This helps us see what's being sent from platform to tool during the launch. The best way to do this is via a HAR file.
