We have disabled the "Add new external tool"permission for users.
We thought that any pre-configured tool could be added by the users even if we disabled the permission. However, Kaltura video quiz cannot be added as it seems like "select content" is relevant to adding the tool.
It could be that "Select content" requires permission to add a new tool in Moodle.
Is there a way to allow users to use a pre-configured Kaltura video quiz without enabling "add new external too" permission?
