Found by trial-and-error, the Tool URL is the Launch URL on the Moodle provider side. Hint: Once you enter the URL Moodle shows a yellow or green signal. Still getting the "A required parameter (oauth_consumer_key) was missing"https://docs.moodle.org/39/en/error/moodle/missingparam error.
