LTI as a Global tool for all courses that appears in the course navigation

Is there a way to add a global menu option to add an LTI tool?

Right now I have to "add an activity or resource" under the general activities and it will appear there (as shown in number 1). This is a little obfuscated for our users

Is there anyway we can add it and appears below "Courses" (as shown in number 2)
