Thanks for the info, Jan. Just to dig a bit deeper on this bit:

 

Are you using tool_policy as the site policy handler? Are both Privacy Policy and Terms of Use being handled by that policy handler, as site policies? Or, is there something else in play? Just trying to rule things out. FWIW (not much) I'm running site policies on my local test tool, and can launch into it, including with several policy acceptance steps, so just trying to work out the specifics of your use case.

Also, what browser are you using the do the launches? 

And finally, are the platform and tool on the same domain, or different domains?
