One thing worth pointing out, since you mention completion (and which might not be obvious) is that the activity completion status sent from the tool during score post (it's called activityProgress in that score post payload), isn't used by Moodle as a completion indicator. LTI services don't hook into completion like that currently. You'll need to set up completion rules on the activities in the consumer course to achieve this kind of thing. E.g. "receive a grade" criteria. Then, when the score is posted, Moodle's local completion rules trigger the activity completion.
