Certainly seems like a connectivity issue between tool site and server. Yes, the JWKS is public, but that doesn't mean the Moodle tool site can automatically access it. It's possible that the Moodle tool has blocked requests to your platform application. This is configured in the tool site, under 'Site admin > Security > HTTP security'. You can't immediately tell whether this is the case with your debug settings as they are though. I'd suggest turning on 'debugdisplay' in the tool site (Site admin > Development > Debugging). Then, conduct a launch again. You may find you get an output section in the launch, below the stack trace. There, you might then find additional information from the Guzzle client, such as whether the URL is blocked or not. If that's the case, then simply updating the site's HTTP Security settings should resolve the issue.
