I'm only seeing this post now but I have the same concerns. When copying assignments, its not possible to ensure the copy is a true copy if an LMS does not implement $ResourceLink.id.history substitution. IT seems everyone supports Context History, but why only Blackboard and D2L/Brightspace have done the Resource Link history is beyond me. This seems like a major oversight.
