Default settings for proctoring form page without changes in codebase.

When proctoring form page loads there should be the following default values:

• Activity description -> Display description on course page should be unchecked by default.
• Custom parameters -> "url=" text should be loaded.
• grade -> type should be set to None by default

Please note that no changes should be made to the codebase.

Are there any administrator settings available to achieve this?
