Yes, that's correct. You could perhaps also get away with just using the deep linking tool, performing a deep linking launch and discarding the result (i.e. just remove the custom params used to identify the resource), but you'd need to confirm that works. Long term, we'd like to be able to place tool definitions elsewhere in places like navigation, etc. so you could launch into "just the tool" from there, but that's still a ways off.
