As Jake stated it is a limit withing in the wider LMS, so yes : the data model but also functionality.
@jake we have in moodle a functionality called Reset Course (https://docs.moodle.org/402/en/Reset_course) this is a functionality that the teacher / manager can activate and clears the tables. Plugins can add this functionality as well. I believe the 'last grade' from LTI is not being cleared using this setting.
But to work with LTI as Lidia stated, this Reset Course should be triggered by the LTI user. Currently you could use the plugin Course Recompletion (https://moodle.org/plugins/local_recompletion) to clear the wanted tables for the student, but it is not ideal. Because not all activities are added etc.
I think ideally it would be something you could set as a teacher/manager on a course that Course Reuse functionality can be triggered by LTI and you can configure what should be cleared (mainly I think: Activityprogress, gradebook, assignment submission, quiz submissions (any kind of activitiy submisson, course completion, certificate issued archive)
It could be an MUA project, but I think it is to big for it, and itterations should be considered. Like first making LTI Last grade being option added to the Course Reuse functionality. Then creating away to automatically set Course Reuse, and then the LTI integration? (Or maybe even smaller)
