JWK must contain ‘alg’ parameter error in Moodle versions 4.0/1

Hello Moodle Team, 

My name is Mike, and I'm a Technical Consultant here at LinkedIn. Over the last few months have been seeing an uptick in client issues as it pertains to upgrading their Moodle platform to versions 4.0 and 4.1. We (LinkedIn) had recently upgraded our Moodle test platform to version 4.1 and have been successful at replicating the issue being experienced by our clients. 

Replication Path (screenshots attached): 

  1. Admin/Instructor launches LTI 1.3 in the External Tool
  2. Tool launches successfully and is able to search for LinkedIn content
  3. User click on the Add button followed by confirm
  4. User is presented with JWK must contain ‘alg’ parameter error 

This error only occurs on Moodle versions 4.0 and higher. After speaking with a Product rep over at Moodle, we were informed to try implementing the patch outlined in this case https://tracker.moodle.org/browse/MDL-76002. However, we confirmed our Moodle platform of the LTI1.3 library is 5.2.1, which is what was specified in the Moodle ticket. We also confirmed that this issue was fixed in accordance to this ticket https://tracker.moodle.org/browse/MDL-74303, but it's clear the issue remains. We are seeing more and more clients upgrade to the newest versions of Moodle expressing issues with this specific error. We would love to partner with the Moodle team to resolving this issue, since we fear more clients will be impacted in the coming weeks/months as they continue to upgrade to versions 4.0 and higher.
