LTI 1.3 is pointing an issue.

Hi everyone,

I'm using Moodle on my local server. And now I want to add the external tool in my Moodle site. However, whenever I goes to manage tools in site admin and add the external tool information. After that when I  click on the save changes button. Instead of generating an external tool it shows me up the following error. Can somebody please help me in this regard.
