That certainly looks to be configured properly, so there's not much more I can recommend from my end. I'd suggest debugging the call on your Moodle site to see what's going on. The isallowedlticonfig var should certainly contain 'name', 'givenname', 'familyname' and 'email' keys under normal circumstances (tool + instance configured to send PII). This scenario is tested during certification by the IMS test suite, but there may well be some edge case in play too. Let us know if you find out more about what's happening on your system.
