Sorry to hear you're having trouble. Those params certainly should be present when launching a properly configured tool from Moodle. I.e. when you set up the tool as a preconfigured tool in Moodle's Site administration, you should see both client id and deployment id, which will then be sent in the login request as client_id and lti_deployment_id respectively. Can you confirm you see values for these in the tool configuration details on the manage tools page? Can you tell us what version of Moodle are you running?
Also worth noting that client_id is completely optional per the spec, so tools shouldn't be relying on this being present in the login request.
