It's going to be very hard to say without more information. I know EBSCO via LTI works; I've configured it myself as part of testing an issue a while back.
It may be that you're launching an improperly configured instance of the external tool. You may need to first perform a deep linking launch by going to the external tool activity settings and then clicking "Select content". Once you've set up and picked some content, you can then launch it via the external tool instance in your course. If you're already doing this, then can you please explain at what exact step the process results in the error?
Also note: your PHP version isn't compatible with Moodle 3.10 (that requires 7.2+), and 3.10 is now out of support anyway. I'd strongly suggest upgrading to 3.11 or newer.
