The user sync is important mainly for removal of access. Launching into a resource enrolls the user in the course and grants them access to the activity (via a role assignment at the activity context). The user sync task can then remove that access when it sees the user is no longer returned from the consumer, such as when the user loses access in the platform for some other reason.
