That part of the process is called the Authentication Request and is a call made to Moodle from the third party tool. It uses the preconfigured endpoints (URLS) to know where to send this request (those endpoints you probably set up in Zoom when configuring the integration).
So, it seems that Zoom's configuration for the Moodle's Auth Request URL just needs to have that '/vle/' part added to it so it makes the call to the right place. Looking at the Zoom docs you linked (and noting that I've not set the Zoom integration up before and that this is just a guess!), it could be that the domain in step IV - "LTI Moodle Site Domain" - needs to include that missing /vle/.
