I think the issue with Forum is that when the forum is set to group mode, each post has to have a groupid set in the database or, to put it another way, it is like there is a sub-forum for each group. So, if you are not in a group in the relevant grouping, there is no sub-forum for you to post to, so it makes sense that you cannot post.
