Sorry to hear you're having trouble. I know of a few things that would result in an embedded launch like this.
The latter is a bug, IMO and I'll look at patching this in the future.

- If you edit the activity settings and click "Save and display", it'll ignore the "Launch container" setting and launch embedded. You must launch from the course home page link to get the correct new window launch.
- If you're playing around with deep linking content selection within the activity settings, then once you've picked content from the tool, the launch container can change from "Default" to "Embed". If you're using deep linking, please make sure to check the launch container before saving the activity settings.
The latter is a bug, IMO and I'll look at patching this in the future.
If you're still having trouble, please let me know:
- Exactly how you've set up the tool at site level, including the value of "Tool configuration usage" and
- Exactly how you're creating the activity, prior to launch, in the course.
- Exactly how you're launching before seeing the problem.
